A Legacy of Quiet Commitment
Following the devastating fire of the Ministry of Finance on the carnage on April 27, 1990, the Financial Complex Limited (FCL) was established with the sole purpose of sourcing and managing the reconstruction of the buildings, which was completed during the 1993-1994 period. The Board of Directors, headed by Mr. Gordon Brathwaite, administered the reconstruction of the buildings on the BOLT system and handed over the building to the Government of Grenada; the mortgage was fully paid off in 2007.
Upon completion of construction, Financial Complex Limited (FCL) continued to manage and perform maintenance of financial complex buildings until 2014, where operations were expanded to include the provision of basic maintenance services to all public buildings throughout the state of Grenada including Carriacou and Petite Martinique which amounted to a figure of four hundred thirty-three (433) buildings.
The basic services provided were in the areas of Plumbing, Air-Condition, Electrical and physical repairs to buildings. In 2021, the number was reduced to 270, the responsibility for the maintenance of schools were placed under the control of the Ministries of Education and Infrastructure.
Due to a lack of long-term under-investment along with inconsistent and varied approaches to management, many of the buildings have deteriorated to unacceptable levels, where overall functionality has become affected.
FCL with a new board, new management, and a strategic plan would like to transform and reverse course, by delivering effective, efficient, and safe buildings which are critical to enable successful operational delivery to both the public accessing services and staff delivering them. This transition is not only grounded in preventative maintenance but more importantly, a holistic view that encompasses the international standards for facility management.
FCL’s role now more than ever, is important as it has a major impact on how members of the public service and citizens engage with their workplace in the post-covid era. While many of the services provided by FCL go unnoticed, if at any time they are not provided successfully, and to a high standard, then we start to see a real, visible impact on the quality of service and the Government of Grenada’s ability to remain operational, sustainable, productive, safe and healthy.
